Does every piece of electrical work in my house have to be tested?
Every piece of prescribed electrical work does. Regulation 63 of the Electricity (Safety) Regulations 2010 requires all prescribed electrical work on a low or extra low voltage installation to be tested for operational safety before it is signed off. The Conduction Company tests as it goes rather than at the end, which is why faults surface while the circuit is still open instead of after the job is closed.
Can you certify electrical work that someone else did?
Sometimes, and it comes down to what can actually be verified. Regulation 66 of the Electricity (Safety) Regulations 2010 requires whoever issues a certificate of compliance to state they are satisfied the work complies, so The Conduction Company can only certify work it has been able to test and inspect. Where the work is buried in a wall and cannot be verified, we tell you that rather than signing something we cannot stand behind.
Do I need an electrical inspection when I buy a house?
Nothing is triggered automatically. The certification duties in the Electricity (Safety) Regulations 2010 attach to prescribed electrical work being done, not to a property changing hands, so a pre purchase inspection is a risk decision rather than a legal step. The Conduction Company does pre purchase electrical inspections for that reason, and a home electrical inspection in Auckland typically costs $250 to $300 including GST, which is The Conduction Company's own price rather than an Auckland average. Can The Conduction Company inspect and certify high risk electrical work in house?
Yes, and that is rarer than it sounds. Jordan Statham is registered both as an Electrician and as an Electrical Inspector, so The Conduction Company can carry out the inspection and produce the written record of inspection that regulation 72 of the Electricity (Safety) Regulations 2010 requires for high risk work. Regulation 71 bars an inspector from inspecting work they carried out, supervised, or certified, so the inspection stays independent of the person who did the job.
How quickly do I get my certificate, and who keeps a copy?
You get a copy within 20 days of the work being completed, because regulation 74E of the Electricity (Safety) Regulations 2010 requires the responsible person to provide one to whoever contracted for the work in that time. The Conduction Company also retains its own copy for at least 7 years, which is the minimum the same regulation sets. That matters more than it sounds, because clients most often come looking for a certificate years later when they sell.
What is the difference between a Certificate of Compliance and an Electrical Safety Certificate?
A Certificate of Compliance covers the work. Regulation 65 of the Electricity (Safety) Regulations 2010 requires one for all general and high risk prescribed electrical work, and the work is not treated as complete until it is issued. An Electrical Safety Certificate, issued under regulation 74A, covers the installation itself being connected and safe to use once that work is finished. The Conduction Company issues both where the job calls for them.
